Christopher W. Kramer ("Chris") has been in practice for over 30 years, and is a partner with Gust Rosenfeld’s Phoenix, Arizona office. His practice emphasizes condemnation litigation, primarily representing condemning authorities. He has condemned property for freeways, roads and traffic interchanges, transit, light rail, flood control, parks, wetlands, airports, public buildings and grounds, and all manner of utilities from high voltage power lines and substations to water and waste water infrastructure. He also serves as a mediator in eminent domain, property rights and property valuation matters throughout the southwest.
Chris has presented programs on Eminent Domain for the State Bar of Arizona, the National and Arizona Eminent Domain Conferences (co-chair 2007-2009), National Business Institute, International Right of Way Association, American Council of Engineering Companies, and the Transportation Research Board of the National Academies. He chairs the Arizona Condemnation Summit (2010-present), which attracts over 250 lawyers, judges, appraisers and right of way professionals annually. He is the author of the standard Arizona jury instructions on Eminent Domain, and is a contributing editor of the treatise Eminent Domain in Arizona.
Chris is a member of the American Bar Association’s Litigation Section Committee on Real Estate, Condemnation and Trust Litigation; the ABA Real Property, Trust and Estate Law Section, Land Use and Environmental Group, Condemnation Committee; and the ABA State and Local Government Section’s Eminent Domain Committee. He is a member of the Standing Committee on Eminent Domain and Land Use of the Transportation Research Board of the National Academies of Science, Engineering and Medicine. He is listed by the peer review publication "Best Lawyers in America" for Eminent Domain and Condemnation Law.
Chris is a graduate of the University of Notre Dame Law School and Illinois State University, and he is admitted to the bar in Arizona, Nevada, and California.
